• <br /> • <br /> 1 . 7 . 5 The City shall coordinate the siting of public facilities <br /> of a regional or County-wide nature with the other jurisdictions <br /> in Snohomish County in order to ensure that each community <br /> accepts responsibility for hosting necessary facilities, and that <br /> a disproportionate share of such facilitates do not continue to <br /> be located in Everett. The City may oppose siting of essential <br /> public facilities of a County-wide or Statewide nature within the <br /> Everett Planning Area if it feels that other jurisdictions have <br /> not responsibly accepted their fair share of such facilities . <br /> 1 . 10 . 4 Land uses which meet the description of "essential public <br /> facilities" which serve a County-wide, regional or Statewide need <br /> shall not be permitted in Everett unless the proponent <br /> demonstrates that other communities have accepted a fair share of <br /> essential public facilities . <br /> and; <br /> Whereas, the City Council finds that jails, correctional <br /> facilities and group homes constitute essential public facilities <br /> that serve regional, County and/or Statewide needs; and <br /> Whereas, the City Council finds that within Everett there are a <br /> presently several such facilities including Snohomish County <br /> Jail, Second Chance Juvenile Facility, and Denny Youth Center; <br /> and <br /> Whereas, the City Council finds that while the City of Everett <br /> currently has approximately fifteen (15) percent of Snohomish <br /> County' s populatiofi, it has approximately thirty (30) percent of z <br /> such facilities located within the County. If State facilities <br /> are excluded from this calculation, then Everett has <br /> approximately eighty (80) percent of such facilities located <br /> within the County; and <br /> Whereas, the City Council finds that Everett already has a <br /> disproportionate share of such facilities in relation to the <br /> County and most other cities within the County; and <br /> Whereas, in order to implement its comprehensive plan relative to <br /> jails, correctional facilities and class II group-care homes to <br /> ensure that the City is not accepting more than its fair share of <br /> such facilities, the City adopts the provisions contained herein; <br /> and <br /> Whereas, the City Council finds that this ordinance is necessary <br /> to protect the public health, safety and welfare; and <br /> Whereas, the City Council finds: <br /> 2 <br />
