Section 24. Section 22.030 of Ordinance#1671-89 (EMC 19.22.030), which reads: <br /> Design review criteria for the B-3 zone. New developments within the B-3 zone shall be <br /> evaluated for compliance with the design criteria listed in this section. Minor expansions <br /> and remodels of existing buildings which add less than the lesser of an additional fifty <br /> percent of the existing gross floor area or ten thousand square feet shall be exempt from <br /> these requirements. All construction and development in the B-3 zone will be evaluated <br /> using Review Process IIA, described in Chapter 42 of this title. The planning director shall <br /> determine if a proposed development satisfies the design criteria contained within this <br /> chapter, and may deny a proposed development or require a redesign of the development <br /> if the proposal fails to satisfy the design review criteria contained in this chapter. Any <br /> appeal of the planning director's decision in the application or interpretation of this section <br /> shall be heard by the city council, following review and commendation by the planning <br /> commission, using Review Process VB. <br /> A. Site Design Criteria. <br /> 1. Vehicular circulation and parking: <br /> a. Provide efficient vehicular access to parking and service areas which is <br /> coordinated with other buildings and properties, and which minimizes <br /> interaction of vehicles and pedestrians; <br /> b. Provide safe walkways within the B-3 zone for pedestrians by locating <br /> driveways and curb cuts in a manner which minimizes pedestrian-vehicle <br /> conflicts on streets and alleys which are pedestrian-oriented. The following <br /> streets in the B-3 zone are designated as pedestrian-oriented streets (see <br /> map number 28-4): <br /> (1) Colby Avenue, from 25th Street to Pacific Avenue, <br /> (2)Hewitt Avenue, from Broadway to Rucker Avenue, <br /> (3) California Street, from Wetmore Avenue to Rucker Avenue, <br /> (4)Wetmore Avenue, from Everett Avenue to Pacific Avenue, <br /> (5)Hoyt Avenue, from Everett Avenue to Pacific Avenue; <br /> c. Maximize the separation of vehicular traffic from pedestrian areas by means <br /> of level changes, space and distance, or landscaping; <br /> d. Incorporate retail shopping at street level in parking structures whenever <br /> practical and appropriate, especially on streets designated as pedestrian- <br /> oriented; <br /> e. Maximize the use of underground or below-building parking; <br /> f. Where possible, fit parking garages into the topography and make use of <br /> garage roofs for public open space and landscaped areas; <br /> g. Limit the number and width of driveway openings. <br /> 2. Pedestrian circulation and amenities: <br /> a. Design pedestrian connections to form logical routes from origins to <br /> destinations; <br /> b. Use appropriate trees and landscaping to provide definition and enclosure <br /> for pedestrian walkways; <br /> 47 <br />
