4 <br /> Broadway Arterial Analysis <br /> March 6, 2008 <br /> Page 1 or 4 <br /> SCOPE OF WORK EXHIBIT A <br /> Study Goal: <br /> To address long term capacity and multi modal needs for the Broadway Corridor from SR-526 north <br /> to 3711 Street. <br /> Study Approach: <br /> Gibson Traffic Consultants (GTC) will prepare a transportation report identifying 2030 intersection <br /> and corridor level of service for Broadway using only fully funded capacity projects based on <br /> available 2030 PSRC growth projections. Determine what capacity improvements would be needed <br /> to satisfy City level of service standards and identify planning level constraints to those proposed <br /> capacity needs. <br /> Scoping Coordination & Meetings <br /> GTC staff will scope, in detail, with the city and PSRC for the appropriate back ground growth. <br /> Forecasting will be calibrated with any available forecasting from other City documents. GTC staff, <br /> with the use of existing city counts or supplemental counts, will identify the critical peak hour for <br /> corridor analysis whether it is the AM peak, PM peak, Lunch peak or school peak. GTC staff will <br /> attend regular status/coordination meetings with the City. We have assumed a total of 3 <br /> "project/review" meetings throughout the course of the analysis. <br /> GTC will identify all fully funded improvements on the system that will occur within the study time <br /> span and review all recent comprehensive documentation that addresses the Broadway corridor's <br /> transportation needs. This will involve coordination with other consultants who have submitted <br /> studies to the city as well as existing and past City staff members. We have assumed a total of 1 <br /> documentation review meeting throughout the course of the analysis. <br /> GTC will coordinate with Everett Transit and the school district and review the city bicycle system <br /> plan for existing inventory and needs.
