Capacity impacts will be examined at study intersections and for the corridor <br /> using a Syncho coordinated and calibrated system. Potential mitigation will be explored where <br /> negative impacts have been identified. A negative impact at a study location shall be defined as <br /> degrading LOS conditions to below adopted LOS D conditions. <br /> Safety Impacts. GTC will review the high accident locations (previously identified by the City <br /> where additional significant pipeline traffic is expected in the study area). Where no solutions have <br /> been identified by the City, one potential solution will be identified at the subject location; provided <br /> an accident trend that can be mitigated exists. Additionally, accident review of the corridor, based <br /> on latest city provided data, will be conducted based on tabular analysis (no diagrams). <br /> Traffic Operations Analysis <br /> GTC staff will conduct the analysis for the critical peak hour of the corridor system only. <br /> Level of Service <br /> Level of service (LOS) analysis will be performed for Broadway at SR-526, NB I-5 on Ramp, <br /> Beverly Blvd, 75th Street, E Madison St, 52°a Street, 41st Street connector and 37th Street. These <br /> LOS cases will be run: <br /> •• Current traffic: Base year is 2007 volumes. The system will use existing signal timings and be <br /> calibrated with check travel speed surveys. <br /> • Future Traffic: The year 2030. Traffic volumes for the year 2030, using the Hi and Low growth <br /> forecasts, will be calculated by post processing PSRC forecast volumes and calibrating those <br /> volumes with City of Everett estimates for the corridor volumes. <br /> • Provide an optimization and improvement recommendation scenarios for capacity needs for <br /> both an intersection basis and a corridor basis for hi and low forecasts. <br /> • Provide a preliminary red flag limitation review for the unconstrained volume improvement <br /> recommendations. <br /> Mode Accessibility <br /> GTC staff will provide a preliminary assessment of inventory (existing facilities, routes, etc.) for <br /> pedestrians, bikes, Everett Transit, school routs, etc. and determine, consistent with existing City <br /> policy/documents, what needs there are for the Broadway corridor. <br /> 1 <br /> R6' 00H <br /> RAFFIC <br /> OO MOME4 ITI <br />
