Project: Sewer I, Water J Replacement
Change Order No. l
Change Order Effective Date: January 15, 2008
New Bid Item #53 — Roadway Excavation.
New Bid Item #54 — Geotextile Fabric.
New Bid Item #55—Ballast/Spalls/Base Course.
New Bid Item #56 — 6 -Inch Ductile Iron Pipe Storm.
New Bid Item #57 — Concrete Inlet.
Justification for the addition of new bid items 49 through 57 revolve around the rebuilding of the 1400
block of Oakes Avenue and the intersection of Oakes Avenue and 15`h Street. Using the pipe bursting
method was hoped to minimize damage to the 1400 block of Oakes Avenue and above mentioned
intersection. The pipe bursting method used on 15`h Street heaved the roadway requiring it's
reconstruction. The conventional method of sewer pipe installation in the 1400 block of Oakes also
required it's reconstruction. Thus, the addition of the new bid items 49 through 57 are added for
rebuilding of 1400 block of Oakes Avenue and 15th Street/Oakes Avenue intersection, which was not
anticipated in the original design.
New Bid Item #58 — Supply Recycled Concrete and Asphalt Material. Use of recycled concrete
and asphalt material is being used as trench backfill in the alleyways where sewer mains are being
reconstructed. Gravel borrow quantities under bid item #16 were being overrun. The use of recycled
concrete and asphalt material in the alleyways where sewer mains are being reconstructed, in -lieu -of
import gravel borrow, was used to cut costs. The recycled material is nearly %2 the cost of import
gravel borrow.
New Bid Item #59 — Equitable Adjustment.. An equitable adjustment was negotiated as a result of
the changed method of installation of sewer pipe in the 1400 block of Oakes Avenue. The equitable
adjustment involved agreement of various costs such as: The insertion and receiving pit construction,
steel sheet rental costs and their installation and removal costs, pre TV inspection and cleaning costs to
the line not pipe bursted, construction labor and equipment time for temporary side sewer connection
to the existing main line that was completed in anticipation of using the pipe bursting method, pipe
bursting subcontractor equipment and crew time costs, and subcontractor supplied pipe and pipe saddle
material not installed costs. The City of Everett took possession of 480 linear feet of 24 -inch diameter
HPDP, DR 17, pipe and pipe saddles not installed. The lump sum equitable adjustment cost covers all
costs associated with the change in sewer installation methods in the 1400 block of Oakes that are not
covered in the unit price modifications to bid quantities under items #26 & #29 addressed above. This
cost also covers additional maintenance and protection of traffic control for the additional thirteen (13)
working days being granted by this change order #1.
New Bid Item #60 - Debeading 8 -Inch HDPE Pipe. The Engineer requested the newly installed 8 -
Inch HDPE, DR 17 Pipe be debeaded at those locations where the 50 -foot long sections are welded
together, prior to it's installation via the pipe bursting method.
Contract Time:
Thirteen (13) additional working days will be granted to the contract time frame as a result of change
order #1.
