,, <br /> . <br /> SECTION 4: CREDITS - REDUCTIONS - EXEMPTIONS <br /> 4.1 Facilities which handle both recyclables and Solid Waste are not required to pay the <br /> fee on recyclables withdrawn from the waste stream. It is the intent of this ordinance that the fee <br /> apply only to Solid Waste being transferred or handled for disposal. <br /> 4.2 County-owned solid waste facilities shall not be subject to the excise imposed by <br /> this Chapter. <br /> SECTION 5: ADMINISTRATION The Finance Director is authorized to establish <br /> administrative procedures to accomplish the purpose of this ordinance. <br /> SECTION 6: SOLID WASTE EXCISE TAX RESERVE ACCOUNT Two-thirds <br /> of the general fund revenues, derived from the excise on solid waste handling facilities, shall be <br /> deposited into a reserve account for the improvement; financing, including debt service; <br /> acquisition; and or development of parks and recreation facilities.
