6.7 Travel and Subsistence Reimbursement. Travel and subsistence <br /> reimbursement shall be made in accordance with the guidelines followed by <br /> the Contractor in the course of normal operations. However, travel and <br /> subsistence reimbursement shall not exceed per diem rates and travel <br /> allowances paid in accordance with rates set for state employees pursuant <br /> to RCW 43.03.050 and RCW 43.03.060 as now existing or hereafter <br /> amended. <br /> 6.8 Treatment of Assets. Purchase of equipment with a useful life of <br /> more than one year and an acquisition cost of$5,000 or more per unit is not <br /> allowed. <br /> 6.9 Non-discrimination. <br /> 6.9.1 Contractor shall comply with Executive Order 11246 entitled "Equal <br /> Employment Opportunity" as amended by Executive Order 11375, and <br /> supplemented in U.S. Department of Labor regulations, 41 CFR 60. <br /> 6.9.2 All publications resulting from or produced under this Agreement <br /> including brochures, reports, advertisements intended for public distribution <br /> shall contain the following: <br /> "No person shall, on the grounds of race, color, religion, sex, <br /> handicap, national origin, age, citizenship, political affiliation or belief, <br /> or sexual orientation, be denied employment or benefits, or be <br /> discriminated against as a participant, administrator or staff person <br /> under this program." <br /> 6.10 Services to Limited-English-Proficient (LEP) Persons. To ensure <br /> compliance with Title VI and the Safe Streets Act, Contractor is required to <br /> take reasonable steps to ensure that LEP persons have meaningful access <br /> to their programs. Meaningful access may entail providing language <br /> assistance services, including interpretation and translation services, where <br /> necessary. Contractor is encouraged to consider the need for language <br /> services for LEP persons served or encountered both in developing their <br /> programs and budgets and in conducting its programs and activities. <br /> Reasonable costs associated with providing meaningful access for LEP <br /> individuals are considered allowable program costs. <br /> 6.11 Equal Treatment for Faith Based Organizations. The Contractor <br /> agrees to comply with the applicable requirements of 28 CFR Part 38, the <br /> Department of Justice regulation governing "Equal Treatment for Faith <br /> Based Organizations" (the "Equal Treatment Regulation"). The Equal <br /> Treatment Regulation provides in part that Department of Justice grant <br /> awards may not be used to fund any inherently religious activities, such as <br /> worship, religious instruction, or proselytization. Recipients of grants may <br /> stillengage in inherently religious activities, but such activities must be <br /> separate in time or place from the Department of Justice funded program, <br /> and participation in such activities by individuals receiving services from the <br /> Contractor must be voluntary. The Equal Treatment Regulation also makes <br /> clear that organizations participating in programs funded by the Department <br /> of Justice are not permitted to discriminate in the provision of services on <br /> the basis of beneficiary's religion. <br /> 41 <br /> AGREEMENT RE STOP GRANT Page 4 <br />
