EXHIBIT A 1 I Scope of Professional Engineering Services Electrical and Control System Drawing Verification and Conversion Everett Water Pollution Control Facility PROJECT UNDERSTANDING The goal of the project is to develop standardized CAD drawings for the existing plant electrical and control systems. The development of these drawings will be consistent with existing City of Everett CAD and Drafting standards. The standards that we will follow contain the written descriptions of layering, layer names,set-up requirements, symbols, etc. The Standards also have drawing templates for use on these types of projects for control system drawing panel elevations, schematics, etc. These new standards also conform to the format of the Everett Facilities Standards. The scope of work will also include field verification of the data on the drawings. Tetra Tech will conduct field verification,to the fullest extent practice, and mark-up the drawings to reflect the field information. Task 1- Project Management: 1. Tetra Tech, Inc shall set-up project files and contract information. 2. Tetra Tech, Inc shall prepare monthly progress invoices. 3. Tetra Tech,Inc shall prepare and distribute meeting minutes for each meeting with city staff. 4. Tetra Tech, Inc shall prepare project close out tasks. • Task 2—WPCF Drawing Verification and CAD Conversion Based on the discussion above,we see the following as our scope of services to accomplish your project goals: 1. Prepare documentation for the project Kick-Off meeting. This will include assisting WPCF Plant staff on gathering and reviewing drawings to prioritize which drawings to field verify and convert to the new CAD standards. The kick-off meeting will be held at the WPCF and will include Tetra Tech, Inc.'s project manager, CAD department head and a controls engineer that will be assisting in checking& expanding on the drawing content. Based on the lists and discussions we will prepare meeting minutes for review by the attendees for comment. 2. Retrieve all existing City CAD files for the drawings to be field verified and converted. We understand that some of the drawings will be CAD drawn"from scratch" since the CAD files are not available or the original hand drafted drawings are still on mylar/sepia. It is assumed that, and therefore the budget is based on, the scope of work that 75 of the drawings will be CAD conversions and 25 will be from hand drawings. 3. As the drawings are being verified, converted, and drafted,an engineer will back check the drawings and add supplemental information that is practicaL This information will include adding the rack/slot/point number by each PLC I/O point in addition to the program address (i.e X13,Y 30,etc.) This information will assist WPCF staff in future trouble shooting. 55
