Project Component Descriptions
A back-up Forensic Recovery of Evidence Device (FRED) will provide for continuing computer
forensic investigations in the event that the primary device is incapacitated due to hardware and/or software
system failure. The increasing number and complexity of computer forensic investigations significantly
elevates the critical nature of this position and all of the hardware & software systems utilized to complete
the forensic investigative activities.
The manager of the department's financial crimes unit has been advised by the County Prosecutor's
office that there is a need to upgrade the both the quality and digital transmission of this unit's evidentiary
submissions to that office. Identity theft investigations are increasing and successful
investigation/prosecution is considered a key element in reducing this sort of criminal activity. Purchase &
acquisition of a high quality all-in-one color laser printer, copier, scanner has become a critical need at
present.
The Everett Police Records Division's Public Disclosure Unit is responsible for providing records &
documents in response to bona fide public disclosure requests which have been filed with that unit. As a
result of their mission to respond to these requests, they must utilize several high-speed, high-volume
copiers. At present they require the acquisition and installation of one such copier and no City General
Fund budget resources are available to meet this need. Therefore the department proposes to utilize 2008
JAG funding to provide this important equipment.
Finally, the department continues to lack City Budget funding to provide digital cameras to all patrol
units. Currently the existing cameras are a shared resource and are not always available for evidence
gathering and documentation when needed. Therefore the department proposes to utilize the remainder of
2008 JAG funds for acquisition and distribution of 18 digital cameras, and accessory kits, to the Patrol
Division for use by their uniformed personnel.
