Exhibit A <br /> Scope of Work <br /> Cascade Materials Inc. (Contractor) will load, haul and land apply approximately 7500 <br /> wet tons of biosolids meeting Federal and State regulations for a Class B biosolids <br /> product,currently stockpiled at the City's Water Pollution Control Facility (WPCF), <br /> 4027 4th Street SE, Everett WA. Contractor will provide all materials, equipment and <br /> personnel necessary to perform this task. <br /> Biosolids will be hauled to Contractor's approved agricultural land application site in <br /> Snohomish WA and applied in accordance with the Cascade Materials Site Specific Land <br /> Application Plan(Plan) as approved by the Washington State Department of Ecology <br /> (June 2008). This Plan details site description, agronomic rate calculations, on-site <br /> operations and all other requirements of the State Department of Ecology's Biosolids <br /> Rule, WAC 173-308. <br /> This project will commence on or about July 15th, 2008 and be completed by October <br /> 31st, 2008. <br /> The City will provide the Contractor with access to the WPCF biosolids pad at least 8 <br /> hours per day 5 days per week. Any additional or alternate work hours will require <br /> advance approval and coordination with the City's Biosolids Specialist. <br /> The Contractor will haul biosolids by the most direct routes available, minimizing public <br /> exposure potential. All trucks shall carry a copy of the Biosolids Program's Residuals <br /> Haul and Emergency Response Handbook. The City will provide copies to the <br /> Contractor. <br /> All trucks shall be well maintained, all loads shall be covered and all truck beds <br /> adequately sealed to prevent the escape of any solids or liquids. Trucks will be cleaned <br /> before leaving the WPCF and it shall be the Contractor's responsibility to clean up any <br /> biosolids that are deposited on roadways either entering or leaving the WPCF as a result <br /> of their activities, in a timely manner. <br /> Any spills during transportation will be the responsibility of the Contractor to clean up. <br /> The Biosolids Specialist shall be immediately notified if a spill occurs. The Contractor <br /> will arrange for emergency response and clean up assistance, if needed. Regardless of <br /> the spill size, the Contractor will take immediate action to contain the spill and not leave <br /> the site until the spill is adequately cleaned up to the satisfaction of the Biosolids <br /> Specialist. The Contractor will secure the area around the spill and: <br /> • Prevent public contact, <br /> • Divert traffic to prevent motorists from driving through the spill, <br /> • Satisfactorily remove and transport biosolids to the application site or WPCF. <br /> 80 <br />
