As a part of that design effort,URS collected additional geotechnical information that <br /> ultimately ruled out HDD as a construction method due to the high risk for failure during construction. <br /> Several other replacement alternatives were then evaluated,and replacement by an overhead crossing was chosen due <br /> to cost, constructability,risk and the anticipated permitting timeline. In December 2007,the City Council Authorized <br /> the Mayor to sign Amendment 1 to the PSA with URS Corporation to design the replacement of Transmission Line 5 <br /> as it crosses the Pilchuck River via overhead crossing. <br /> City Staff continued to communicate with the various permitting agencies during the design of the overhead crossing. <br /> Over the past six months there have been significant changes in these agencies' perception of open-cutting across a <br /> river. City Staff believe that the City will now be able to permit an underground replacement of Transmission Line 5 <br /> across the Pilchuck River via open-cut within a reasonable time period and that this installation will provide better <br /> security and lower maintenance costs. The anticipated construction cost for this alternative is$5 million with <br /> construction anticipated in 2010. The total design budget for the project is $622,000. <br /> This Amendment to the PSA with URS Corporation re-defines the scope of work,time for completion and <br /> compensation. $404,226 has previously been spent on design. A total of$217,774 is budgeted for the design of the <br /> open-cut crossing. This Amendment extends the contract completion date to December 31. 2011 and increases the <br /> maximum compensation for URS by$97,000 to a total of$622,000 for design services for the 5 Line at the Pilchuck <br /> River. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Authorize the Mayor to sign Amendment 2 to the Professional Services Agreement with URS Corporation for design <br /> services for the 5 Line Replacement at Pilchuck River in the amount of$97,000. r f" <br /> Co' j <br />
