EXHIBIT A-2 <br /> SCOPE OF WORK <br /> TASK 15—PERMIT SUPPORT <br /> URS will assist the City by producing a draft Joint Aquatic Resource Permit Application <br /> (JARPA) form for the City to review, edit and submit to the resource agencies. URS will also <br /> prepare JARPA graphics for the submittal, as needed. <br /> Due to the impacts of the open cut replacement, it is assumed that a Formal Consultation will be <br /> required by the agencies. URS will assist the City in preparing for Formal Consultation by <br /> preparing necessary documents, including an alternatives analysis,habitat function assessment, <br /> and mitigation plan. Additionally, the biological assessment will be revised to reflect the open <br /> cut project impacts. It is assumed that the wetland delineation report completed for the overhead <br /> replacement, and the cultural resources investigation completed for the HDD pre-design, will not <br /> need to be updated. <br /> URS will support the City as needed to answer agency questions, attend permit meetings and <br /> respond to permit submittal comments. It was assumed that a total of 60 hours of support will be <br /> needed to obtain project permits. URS will work with the City to review the permit needs to <br /> ensure that the permit processes are integrated so as to not delay the project schedule. <br /> TASK 16—MEETINGS <br /> URS will attend design review meetings at the City's office in Everett. These meetings will be <br /> attended by the Project Manager (PM), Carla Talich, and key designers including John Gillespie, <br /> Becca Loveday, and other engineers or scientists as appropriate. URS anticipates up to three <br /> meetings, including: <br /> • Kick-off meeting to discuss project requirements and design approach <br /> • 60% (or preliminary) design review to finalize concepts and drawing layouts <br /> • 95% (or final) design review of plans, specifications,project manual, and cost estimate <br /> URS will send draft work products and an agenda to the City before each meeting so that the <br /> meetings can be more efficient and productive. URS will prepare meeting notes,distribute them <br /> for review, and finalize them after the receipt of comments. These submittals will be electronic. <br /> TASK 17 —UNDEFINED SERVICES <br /> As it is difficult to accurately predict all issues that may arise during the design, Task 17 is <br /> included to provide a contingency fund for unanticipated and unidentified work. It is specifically <br /> intended to allow payment to URS under this contract for scope changes that the City determines <br /> to be necessary.
