The current regulations do not allow schools or religious institutions located in residential zones to use such signs. The proposed revision would allow electronic changing message signs for schools and religious institutions in residential zones. The Planning Commission recommended numerous specific conditions of operation for these signs, including hours of operation, traffic safety, size, height and setbacks, and limitations on type and frequency of message. They also recommended that these signs be processed using Review Process II (Planning Director) which requires public notice to adjacent property owners, posting of the property, and a comment period for the public prior to issuance of a decision. RECOMMENDATION: Adopt Ordinance amending Section 4 of Ordinance No. 2616-02 (EMC 19.36.155), as amended, pertaining to the electronic changing message signs for schools and religious institutions in residential zones. 19
