L.) <br /> ORDINANCE NO. <br /> An Ordinance amending Section 4 of Ordinance No. 2616-02 (EMC <br /> 19.36.155), as amended, pertaining to the electronic changing message sign <br /> for schools and religious institutions in residential zones. <br /> WHEREAS, the City Council adopted Ordinance No. 2616-02, which added the <br /> regulations for electronic changing message sign requirements; and <br /> WHEREAS, the City Council initiated consideration of a potential amendment to the <br /> Zoning Code pertaining to electronic changing message signs for schools and religious <br /> facilities in residential zones; and <br /> WHEREAS, the Planning Commission on May 20, 2008 held a public hearing in which <br /> the Planning Commission took testimony and did consider possible changes to the <br /> Electronic Changing Message Signs of the City of Everett Zoning.Code related to schools <br /> and religious facilities in residential zones; and <br /> WHEREAS, the City Council finds the following: <br /> 1. The proposed amendment is consistent with the Comprehensive Plan; <br /> 2. The proposed amendment bears a substantial relation to the public health, <br /> safety and welfare; and <br /> 3. The proposed amendment promotes the best long-term interests of the Everett. <br /> community. <br /> NOW,THEREFORE,THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Paragraph H of Section 4 of Ordinance 2616-02, which reads as follows: <br /> For any sign which meets the definition of electronic changing message sign, as defined <br /> in Section 4.020, the following provisions shall apply: <br /> A. The sign category for the zone in which the sign is proposed must allow for internal <br /> illumination of signs (Sign.Categories A, B, and C). <br /> B. The maximum sign area for a changing electronic message center, which is <br /> 1 freestanding or wall mounted, shall be no greater than seventy-five percent of the <br /> Yr <br /> 1 <br />
