0 <br /> 5.1 The following changes in the PEMC Master Plan for the ECC Property <br /> shall be considered"major changes" requiring Planning Department review and <br /> recommendation, Planning Commission review and recommendation, and City <br /> Council approval: <br /> • Reduction in width of the 35-foot greenbelt buffer; <br /> • Increase in height within any of the maximum height zones on the <br /> approved ECC Master Plan(see Exhibit D); and <br /> • Increase in developable square footage on the ECC Property in excess <br /> of 850,000 square feet, excluding garages and below-grade <br /> development. <br /> 5.2 Changes to the Master Plan that do not constitute a Major Change as <br /> described above shall be processed as a Minor Revision.
