18. The Utility Building, which is a Phase 1 project in the Master Plan for the ECC <br /> Property, is a project that will require administrative approval by the Director of <br /> Planning consistent with the development standards and design guidelines of the <br /> approved Master Plan. <br /> NOW, THEREFORE,THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. The Comprehensive Plan is hereby amended as follows: <br /> A. The Comprehensive Plan land use map for the ECC Property, as described in <br /> Exhibit A, is amended from College(2.2) to Hospital (2.4). <br /> B. That the following amendments be made to the text of the Land Use Element: <br /> Land Use Policy 2.11.4 Everett Community College and Providence Everett <br /> Medical Center are large institutional facilities located in the Northwest Everett <br /> neighborhood. In 2005, and again in 2008, City Council approved <br /> Comprehensive Plan map amendments, along with master plans for both facilities <br /> that are implemented through Institutional Overlay zones. The PEMC master <br /> plan provides for phased hospital development through 2015 beyond 2030; while <br /> the ECC master plan provides for phased development through 2044-2015, <br /> The 2005 approved PEMC expansion includes included significant intensification <br /> of use on the existing hospital properties as well as expansion to the east of the <br /> current site. The expansion to the east will result in the relocation and/or <br /> demolition of a block of homes in the Donovan Historic District(Block 248 . <br /> - • • - - .. •- . .. . ! ::-- - - .. . <br /> review by the City, which may consist of amendments to the Institutional Overlay <br /> zone and Comprehensive Plan amendments. PEMC must work with the <br /> Surrounding neighborhood residents in planning future expansions. Any future <br /> expansions must use existing hospital properties more intensively, excepting <br /> transitional buffer area, or extend from Block 248 to the north and northeast. No <br /> further homes may be lost to hospital expansion beyond the approved Master <br /> Plan. Future expansion to the east of Oakes Avenue beyond Block 248 is <br /> G <br /> 16 <br />
