9 <br />WHEREAS, PEMC later proposed, and the City approved, a minor revision to the 2005 <br />Master Plan that accelerated the construction schedule to allow completion by 2011 <br />through the consolidation of the two replacement towers into one structure, and <br />consolidated the required off-street parking into one structure on Block 248; and <br />WHEREAS, in December 2006, PEMC and Everett Community College ("ECC") agreed <br />to a purchase, sale and land exchange transaction that would allow PEMC to acquire for <br />hospital institutional development the ECC Physical Education Property, an area of <br />approximately 9.36 acres in size that is north and northeast of Block 248 (the "ECC <br />Property," which is legally described in Exhibit A) in return for ECC acquiring the <br />College Plaza Shopping Center property that is adjacent to its existing campus; and <br />WHEREAS, PEMC applied in June 2007 for a Comprehensive Plan land use map <br />amendment to change the ECC Property designation to Hospitals (2.4), and a Zoning map <br />amendment to rezone such property R -2-I (Institutional Overlay),with a phased <br />Development Master Plan for the ECC Property ("PEMC's 2007 Application"); included <br />as part of PEMC's 2007 Application was a proposed Utility Building on the north end of <br />the ECC Property to provide heating, cooling, medical gas and emergency power for its <br />medical facilities on the existing Colby Campus and the ECC Property; and <br />WHEREAS, the Department of Planning and Community Development prepared a Draft <br />Supplemental Environmental Impact Statement dated March 17, 2008 ("Draft SEIS") <br />reviewing PEMC's 2007 Application, submitted the Draft SEIS for public comment,' <br />conducted a public hearing before the Planning Commission on April 7, 2008 to receive <br />comments on the Draft SEIS, and prepared a Final Supplemental Environmental Impact <br />Statement ("Final SEIS") dated May 22, 2008, responding to all public comment letters <br />and testimony received with respect to the Draft SEIS; and <br />WHEREAS, the Planning Commission held a public hearing on PEMC's 2007 <br />Application on June 2 and July 7, 2008, where public testimony was received along with <br />presentations by the Planning Department and PEMC; and <br />WHEREAS, Everett Municipal Code (EMC) Chapter 19.33B allows the institutional <br />overlay zone to be established in conjunction with a master plan specifying the proposed <br />uses of the property, development standards and addressing other factors; and <br />WHEREAS, EMC Chapter 19.3313 provides for zones which allow hospital institutional <br />uses such as those proposed by PEMC to develop in accordance with standards <br />2 3*� <br />
