5 <br />ORDINANCE NO. <br />An Ordinance Approving an Amendment to the Land Use Policies and Land Use <br />Map of the Comprehensive Plan from "College" (2.2) to "Hospital" (2.4), and a <br />Rezone from R-2 (Single Family) to R -2-I (Institutional Overlay), Including <br />Adoption of a Master Plan for the Providence Everett Medical Center Expansion on <br />the Everett Community College Property <br />WHEREAS, the City adopted a new Comprehensive Plan in August, 1994, in <br />conformance with the Washington State Growth Management Act, RCW Chapter <br />36.70A; and <br />WHEREAS, the Growth Management Act allows for local comprehensive plans to be <br />amended on an annual basis and requires the City to update its Comprehensive Plan at <br />regular intervals; and <br />WHEREAS, Providence Everett Medical Center ("PEMC") is a hospital and medical <br />center located in a residential neighborhood in north Everett and has been operating <br />continuously at this location since 1924; and <br />WHEREAS, PEMC applied in 2004 and was granted in 2005, pursuant to Ordinance No. <br />2850-05, a Comprehensive Plan land use map amendment expanding its Colby Campus <br />Hospital (2.4) designation to include an additional City block (Block 248), rezoning its <br />entire Colby Campus to R -2-I (Institution Overlay), and approving a phased <br />Development Master Plan for its Colby Campus; and <br />WHEREAS, the Council, in its Ordinance approving the 2005 Master Plan, also amended <br />the Comprehensive Plan to require that "any future [PEMC] expansions must use existing <br />hospital properties more intensively, excepting transitional buffer area, or extend from <br />Block 248 to the north and northeast;" and <br />.7 <br />WHEREAS, the 2005 Master Plan provided for construction of the Cancer Center to the <br />north of the existing hospital, the development of additional off-street parking and the <br />development of two new replacement hospital towers, with construction to take place <br />through 2015; <br />
