above the height limits to the extent required for proper <br />function of such equipment. <br />3.5 Greenbelt Buffer/Setback: <br />3.5.1 PEMC will create a 35 -foot wide "greenbelt buffer" area, with <br />Type I landscaping, along the perimeter of the ECC Property, <br />beginning with its intersection with 12th Street on the west and <br />continuing northerly to the north property boundary, then <br />easterly to the east property boundary, then southerly to the <br />southeast corner of the ECC Property at 13th Street, then <br />westerly to the extended centerline of Oakes Avenue, subject to <br />any openings for vehicle or pedestrian access determined <br />appropriate by the Planning Director. <br />3.5.1 The greenbelt buffer will be installed prior to the City's <br />issuance of a certificate of occupancy for the Phase 1 Utility <br />Building. <br />3.5.2 Plans for design of the greenbelt buffer will be submitted to the <br />Planning Director for approval, with review and <br />recommendation by the Design Review Committee. <br />3.5.3 The greenbelt buffer area shall be available for installation of <br />any underground utilities that may result from development of <br />the site, provided that landscaping is restored following utility <br />installation. <br />3.5.4 All above ground structures and uses, including off-street <br />parking, shall be located outside of the 35 -foot greenbelt buffer <br />MORI <br />5A <br />23 <br />
