5 <br />3.6 Off-street Parking: PEMC will provide the required number of off-street <br />parking spaces as determined by the City upon application for each phase <br />of development, based upon a parking study submitted by PEMC. <br />3.7 Pedestrian and Vehicle Connections: <br />3.7.1 The Master Plan will provide a network of safe and attractive <br />linkages for pedestrian use of the ECC Property and the <br />existing Colby campus. Such linkages will provide for east - <br />west and north -south pedestrian travel that is internal to the <br />PEMC Campus and that connects to the adjoining <br />neighborhoods, with connections to buildings, parking and site <br />amenities. Upon its completion, the proposed hospital tower <br />on the ECC Property will be connected by a pedestrian bridge <br />and bridge wing over 131h Street to the hospital tower on the <br />existing Colby campus. The ultimate location of such <br />pedestrian connections will be determined as part of the <br />development of individual phases, with environmental and <br />design review, dependent upon the actual location and <br />orientation of buildings and parking facilities located on the <br />ECC Property. <br />3.7.2 Primary vehicle access to the ECC Property will be from 13th <br />Street. Safe onsite access ways will be provided between the <br />public street system and parking areas on campus. In the future <br />development of the ECC Property, it is expected that the City <br />will want to consider access to the ECC Property on the eastern <br />boundary from 12th Street. <br />3.8 Traffic Mitigation: <br />3.8.1 PEMC will pay its fair share of transportation impact fees <br />pursuant to EMC Chapter 18.40 in conjunction with permitting <br />24 55 <br />
