The property is currently zoned R-7200 and contains one single <br />family residence which will remain. Access to the residences is proposed by two driveways, <br />connecting to Rosewood Avenue, a public road. The site contains a stream and adjacent wetlands <br />subject to regulation under Snohomish County Critical Areas Regulations. Mitigation measures are <br />included for park impacts. <br />Location of Proposal: In the southeast quadrant of 104" Street SW and Rosewood Avenue, <br />in the northwest quaRer of Section 23, Township 28 North, Range 4 East, W.M., in south Everett, <br />WA. <br />Tax Account Numbers: 5354-000-018-0001, 5354-000-018-0209 <br />Lead Agency: Snohomish County Planning and Development Services <br />THRESHOLD DETERMINATION: <br />The lead agency for this proposal has determined that it does not have a probable, significant <br />adverse impact on the environment. An environmental impact statement (EIS) is NOT required <br />under RCW 43.21C.030(2)(c). This decision was made after review by Snohomish County of a <br />completed environmental checklist and other information on file with this agency. This information is <br />available for public review upon request. <br />This Determination of Nonsignificance is issued under WAC 197-11-340 (2) and is subject to a 14- <br />day comment period. Written comments may be submitted to the lead agency at the address below. <br />Comments must be received 14 days from the date of issuance of this DNS, publication of notice or <br />posting of the property, WHICHEVER OCCURS LATER. <br />APPEALS: <br />This DNS may be appealed pursuant to the requirements of Section 23.40.022 SCC and Chapter <br />2.02 SCC. The fourteen (14) day appeal period commences on tha date of issuance of this DNS, <br />publication of notice or posting of the property, WHICHEVER OCCURS LATER. Any appeal must <br />be addressed to the County Hearing Examiner, accompanied by a filing fee of $100.00,�and be filed <br />in writing at the Public Assistance Counter on the Fifth Floor, County Administration Building, Everett, <br />WA.
