PROJECT ACTION SUMMARY <br />The applicant is requesting approvai of a rezone to Low Density Multiple Residential and a 21-unit <br />duplex residential site plan (10 duplexes, one existing single family residence) on approximately 3.51 <br />acres entitled Rosewood Park. The property is currently zoned R-7200 and contains one single <br />family residence which will remain. Access to the residences is proposed by two driveways, <br />connecting to Rosewood Avenue, a public road. The site contains a stream and adjacent wetlands <br />subject to regulation under Snohomish County Critical Areas Regulations. Mitigation measures are <br />included for park impacts. <br />KEY ENVIRONMENTAL ISSUES <br />The impacts of this proposal on the following elements of the environment have been evaluated and <br />determined to be minimal and not significant: 2. Air, 6. Energy and Natural Resources, 7. <br />Environmental Health, 9. Housing, 10. Aesthetics, 11. Light and Glare, 13. Historic and <br />Cultural Preservatio�, and 16. Utilities. <br />Elements which are potentially more significantly impacted by this proposal are: 1. Earth, 3. Water, <br />4. Plants, 5. Animals, 8. Land and Shoreline Use, 12. Recreation, 14. Transportation and 15. <br />Public Services. Mitigation for potential impacts to these elements of the environment is described <br />in the next sections. <br />(Note: The number that precedes each element heading corresponds with the numbering <br />sequence on the environmental checklist) <br />The scope of the project includes construction of ten duplex residential units, construction of two <br />intemal driveway systems, open space and drainage system construction and public road frontage <br />and sewer system improvements. Grading amounts are anticipated to be approximately 1,400 cubic <br />yards of cut and 550 cubic yards of fill. <br />Snohomish County PUD No. 1 has confirmed their ability to provide electrical service to the site. <br />Public water and sewer service is proposed from the Mukilteo Water District. <br />After the application was submitted, the site was annexed into the City of Everett, August 21, 2000. <br />In accordance with the provisions of an interlocal agreement, the proposal will be evalualed under <br />the provisions of Snohomish County Code. The county zoning of the subject site and suRounding <br />properties is Residential R-9600 with low density residential development all around the site. The site <br />was designated Urban Medium Density Residential (6-12 dwelling units per acre) by the Snohomish <br />County GMA General Policy Plan (GPP). Development pursuant to the Planned Residential <br />Development provisions of county code is proposed. <br />A Type 4 stream flows on site from the west property line, running easterly, tuming south when it <br />reaches the easterly property line, Rosewood Avenue. In the southeast poRion exists a Category 3 <br />wetland adjacent to the stream. Ali critical areas have been provided with adequate buffers and <br />designated as Native Growth Protection Areas. Mitigation is proposed for the impacts to the <br />streamlbuffer from the driveway crossing in the southeast corner. The PDS Staff Biologist has found <br />the proposal to be in conformance with the provisions of Chapter 32.10 SCC (Critical Areas <br />Regulations). The Rosewood Property Critical Areas Study and Mitigation Plan prepared by Wetland <br />Resources, Inc., is hereby incorporated by reference into this DNS. <br />Mitigation fees are to be paid in accordance with Titles <br />interlocal agreement, for project impacts to community <br />system and to the Everett School District. <br />�NS�. 99•109995 SD <br />Page 3 <br />26A, B, and C, SCC, as may be modified by <br />parks, traffic impacts to the nearby road <br />��� <br />
