Access and Circulatiun [SCC 2GB.55.055] <br />All developments shall be required to provide for access and bransportation circulaGon in <br />accordance witli the Comprehensive plan and county development �egulations, inCluding, but <br />not limited to, Title 16 SCC fire code, Tiile 17 SCC building code, Tille 18 SCC zoning code, <br />Tilla 32 SCC, andlor such other land development codes or regulations as are aaplica6le, and <br />Hnll Ge required to dosign and construct suCh access In accordance with ihe Engineering Design <br />and Ucvelopment Standards, as adopted under Chapter 13.05 SCC. <br />Tfie desfgn is for two driveways to serve all o( the units. Currently an LDMR with individual <br />duplexes is allowed to ttave a driveway which does not have to be constru�ted per the EDDS <br />st� �d7rds even though lhe Ap7 is greater than what is allowed per EDDS for residential units <br />lh<< are not attached i.e. apartments. Those driveways will be constructed per plate 6-100 of <br />EnDS. <br />7. State Highway Impacts [SCC 268.55.070j <br />The inteflocal agreement between the County and WSDOT for traific mitigation has been <br />aciopted. Tho fee is set at $36.00 per ADT or the amount provided for and agreed to by <br />W:�shinyion Stato Deparlment of 7ransportation in a traffic sludy. A traffic study is required <br />when a project penerates 50 p.m. peak hour trips. <br />This proposal generates less lhan 50 PH7. A traffic study is not required nor has one been <br />submittecl viith this application. The applicant obligation at $36,00 per AD7 is $6,890.40. The <br />applic�nt submitted an offer for $7,579.44. The offer will need to be revised to reflect this <br />design. <br />8. Olher Streels and Roads [SCC 26B.55.080] <br />PuL• lic Works will recommend mitigation measures of the developmenYs direct traffic impact on <br />lttc cily, town or other county roads to the approving authority. The approving authority will <br />impose sucli measuros as a condition of approval of the development in conformance with the <br />terms of the inlerlocal agreement referred to in SGC 23.36.030(3) between the counly and the <br />othe; agency. An interlocal agreement has been execuled with the Cfty of Mill C�eek and this <br />clev<:lopment's trafiic will not impact their plannin9 influence area. An interlacal agreement has <br />not heen execufed with the other cities located in TSA "D". <br />J. 7'ransport�tion Dcmand Management (TDM) [SCC 266.55.030, .130 and .1a0] <br />All neW developments in the urban area shall proVide TDM. SuNicient 7DM shall be provided to <br />indicate the potential for removing a minimum of five percent of a developmenYs p.m. peak <br />liour irips fronl the rosd system. This requirement shall be met by site design requirements <br />provided uncler SCC 266.55.130(6) or SCC 2G8.55.130(8), as applicable, except where the <br />development proposes construction or purchase of specific offsite TpM measures or volu�tary <br />p��yntent in lieu of site design, in accordance wilh SCC 268.55.140(1). (SCC 266.55.030(7)]. <br />It h�s I�een detem�inad ihat the cost of removing one peak hout trip from the road system is <br />,approxiinately $1,500. This is based on lhe average cost of one stall in a park and ride lot and <br />tho nvera�e cost of one "seat" in a 15-passenger van.
