Public Works Recommendafion: <br />Public Works lias recommended approval o( the development subject to conditions which havo <br />been included in this report. <br />School Mitigation <br />{TiUe 26C SCC) <br />Tlie Snohomisti C;ounty Council amended SCC Title 26C by Amended Ordinance 97-095, <br />adopted Novontber 17, 1997, which became effective January 1, 1999, in accordance wi�h <br />Aniendad Ordinance 98-126, to provide for collection of school impact miUgation fees at tho <br />limr of building {�rmit issuance based upon ��ertified amounts in effect at that time. 7he <br />subject application was determined to be complete aiter the effective date of amended 7ille <br />2GC. Pursuant to SCC 26C.20.020, school impact m(tigation fees will be determined acco►ding <br />lo t��e [3asQ Foe Schedule in effect for the Mukilleo School District No. 6, at the time of building <br />permit subrniltal and collected at the time of building permit issuance for the proposed units. <br />PDS has recommended a condition of approval for inctusion within the project deasion to <br />comply with lhe requirements af SCC 26C,28.050. <br />Groding and Dralnage <br />(Titles 17 and 24 SCC) <br />Tliere are lwo separate drainage systems proposed for this project, onc on the north side of the <br />stream, and one on the south. A storm water collection system with two detention vaults is <br />prof�osed. Exeept for the calculated bypass areas, storm drainage control will be provided by <br />pipin,y ot roof and lawn runoif to yard drains, thon through storm drains to ihe de(enlion <br />f�icititics. 7fia drainage is Ihen discharged through restrictors, through a storm drain pipe to <br />bioswales. <br />Engincc;red drainage plans must comply with "ne�' SCC Title 24, effective September 19, <br />1990, and engineering stafi has confirmed that the concept proposed can comply with these <br />provisians, At construction plan stage, a full drainage plan will be prepared to further address <br />dninape issues. <br />Planninc� and Development Services {Engineering) has reviewed the concept of(ered and is <br />recommending approval oi the project, subject to condilions which would be imposed during full <br />drainago plan rcvicw pursuanl to 7iUe 24 SCQ Grading quantities are anlicipated to be <br />approximately 1,400 cubic yards of cut and 550 cubic yards of fill, primarily for driveway, <br />draina�o facilily, and liome•sito construclion.
