(21) The contents of any tank or other vessel owned or used by any person in <br /> the business of collecting or pumping sewage, effluent, septage, or other <br /> wastewater unless said person has first obtained testing and approval as <br /> may be generally required by the City of Everett and paid all fees assessed <br /> for the privilege of said discharge. <br /> (22) Any hazardous or dangerous wastes as defined in rules published by the <br /> State of Washington (WAC 173-303) and/or in EPA rules 40 CFR Part <br /> 261. <br /> (23) Persistent pesticides and/or pesticides regulated by the Federal Insecticide <br /> Fungicide Rodenticide Act (FIFRA) <br /> (24) Any slug load. <br /> (25) Any substance which may cause the POTW's effluent or treatment residues, <br /> sludges, or scums to be unsuitable for reclamation and reuse, or to interfere <br /> with the reclamation process. <br /> (26) Fats, oils and grease in amounts that may cause obstructions or <br /> maintenance problems in the collection/conveyance system, or interference <br /> in the POTW. <br /> Pollutants, substances, or wastewater prohibited by this section shall not be processed or stored in <br /> such a manner that they are likely to be discharged to the POTW unless the user has in place an <br /> accidental spill prevention plan (ASPP)/slug control plan. <br /> 2.2 Federal Categorical Pretreatment Standards <br /> The National categorical pretreatment standards found at 40 CFR Chapter I, Subchapter <br /> N, Parts 405-471 are incorporated herein by reference as if set forth in full in this <br /> ordinance. <br /> 2.3 State Requirements <br /> State requirements and limitations on discharges to the POTW shall be met by all users <br /> which are subject to such standards in any instance in which they are more stringent than <br /> federal requirements and limitations, or those in this ordinance or other applicable <br /> ordinances. <br /> 12 <br />
