2.4 Local Limits <br /> The following pollutant limits are established to protect against pass through and <br /> interference. No person shall discharge wastewater containing in excess of the following <br /> daily maximum allowable discharge limits. <br /> arsenic 0.5 mg/L <br /> cadmium0.24 mg/L <br /> chromium 5.0 mg/L <br /> copper 3.0 mg/L <br /> cyanide 0.65 mg/L <br /> lead 1.89 mg/L <br /> mercury 0.1 mg/L <br /> nickel 2.83 mg/L <br /> silver 0.49 mg/L <br /> zinc 4.00 mg/L <br /> nonpolar fats, oils, 200 mg/L <br /> and grease (NPFOG) <br /> The above limits apply at the point where the wastewater is discharged to the POTW (end <br /> of the pipe). Categorical pretreatment standards apply at the end of the process. <br /> However, the Director may elect to have local limits apply after pretreatment and/or prior <br /> to mixing with dilution flows. <br /> All concentrations for metallic substances are for "total" metal unless indicated otherwise. <br /> The Director may impose mass limitations in addition to (or in place of) the concentration <br /> based limitations above. <br /> Where a user is subject to a categorical pretreatment standard and a local limit for a given <br /> pollutant, the more stringent limit or applicable pretreatment standard shall apply. <br /> The City Council authorizes the Director to revise local limits. <br /> 2.5 City's Right of Revision <br /> The City reserves the right to establish, by ordinance or in wastewater discharge permits, <br /> more stringent standards or requirements on discharges to the POTW. <br /> 2.6 Special Agreement <br /> The City reserves the right to enter into special agreements with users setting out special <br /> terms under which they may discharge to the POTW. In no case will a special agreement <br /> waive compliance with a categorical pretreatment standard or federal pretreatment <br /> requirement. However, the user may request a net gross adjustment to a categorical <br /> standard in accordance with 40 CFR 403.15. They may also request a variance from the <br /> categorical pretreatment standard from the Approval Authority in accordance with <br /> 403.13. <br /> 13 <br />
