SECTION 4 - REPORTING REQUIREMENTS <br /> 4.1 Baseline Monitoring Reports <br /> A. Within either one hundred and eighty (180) days after the effective date of a <br /> categorical pretreatment standard, or the final administrative decision on a <br /> category determination under 40 CFR 403.6(a)(4) (whichever is later) existing <br /> categorical users currently discharging to or scheduled to discharge to the POTW, <br /> shall be required to submit to the City a report which contains the information <br /> listed in Section 3.4 of this ordinance. <br /> At least ninety (90) days prior to commencement of their discharge, new sources, <br /> and sources that become categorical users subsequent to the promulgation of an <br /> applicable categorical standard, shall be required to submit to the City a report <br /> which contains the information listed in Section 3.4 of this ordinance. <br /> A new source shall also be required to submit an Engineering report, explaining <br /> the method of pretreatment it intends to use to meet applicable categorical <br /> standards. A new source shall also give estimates of its anticipated flow and <br /> quantity of pollutants discharged. <br /> 4.2 Final Compliance report (Initial Compliance Report) <br /> A. Within 90 days following the date for final compliance by the Significant Industrial <br /> User with applicable pretreatment standards and requirements set forth in this <br /> ordinance, in a wastewater discharge permit, or within 30 days following <br /> commencement of the introduction of wastewater into the POTW by a new source <br /> or "new users" considered by the City to fit the definition of SIU, the affected user <br /> shall submit to the City a report containing the information outlined in Paragraph <br /> (D)-(F) of Section 3.4 of this ordinance. <br /> B. For users subject to equivalent mass or concentration limits established by the City <br /> in accordance with procedures established in 40 CFR 403.6 (c), this report shall <br /> contain a reasonable measure of the user's long term production rate. For all other <br /> users subject to categorical pretreatment standards expressed in terms of allowable <br /> pollutant discharge per unit of production (or other measure of operation), this <br /> report shall include the user's actual production during the appropriate sampling <br /> period. <br /> 4.3 Periodic Compliance Report (Monthly Report) <br /> A. Any user that is required to have an industrial waste discharge permit and performs <br /> self-monitoring shall submit to the City during the months of June and December, <br /> unless required on other dates or more frequently by the City, a report indicating <br /> the nature of the effluent over the previous reporting period. The frequency of <br /> monitoring shall be as prescribed within the industrial waste discharge permit. At a <br /> minimum, except for zero discharge users, users shall sample their discharge at <br /> least twice per year. <br /> 29 <br />
