t 1 <br /> C. "Emergency medical care and services" means emergency <br /> medical care or emergency medical services, including <br /> related personnel costs, training for such personnel, <br /> and related equipment, supplies, vehicles and <br /> structures needed for the provision of emergency <br /> medical care or emergency medical services including <br /> paramedic services. <br /> SECTION 2: The City Council finds that there exists a <br /> critical need to maintain and improve emergency medical care <br /> and services in the City. Present City budget constraints <br /> make it impossible to continue said emergency medical care <br /> and services without additional funding. Said needed <br /> additional funding is available to the City through an <br /> additional property tax levy pursuant to RCW 84.52 .069, and <br /> the Mayor is authorized to operate emergency medical care <br /> and services including paramedic services upon said voter <br /> approval . <br /> SECTION 3: For the purposes of providing funds to <br /> continue said emergency medical care and services there is <br /> hereby imposed an additional regular property tax levy, <br /> pursuant to RCW 84.52.069, in an amount equal to a maximum <br /> of forty-three cents ($ .43) per thousand dollars ($1 ,000) , <br /> or less as determined by City Council , of the assessed value <br /> of property in the City to be collected in each year <br /> commencing January 1, 1995, and for five consecutive years <br /> thereafter in an amount of a maximum of forty-three cents <br /> ($.43) per thousand of assessed value of property in the <br /> City or less as may be determined yearly by City Council or <br /> necessary in accordance with constitutional and statutory <br /> limitations in property tax collections. <br /> SECTION 4: After voter approval, and in addition to the <br /> authority granted in Section 2 above, the Mayor and City <br /> Treasurer are authorized for and on behalf of the City to <br /> execute a promissory note or notes or warrant or warrants <br /> providing for a loan or loans of funds from a bank or banks, <br /> or other lenders or lending institutions, in anticipation of <br /> taxes levied as authorized by Section 3 hereof, to bear <br /> interest at a rate or rates to be negotiated by the City <br /> Treasurer, and including, in the discretion of the City <br /> Treasurer, provision for early repayment. Such warrants may <br /> be redeemed from the General Fund, the emergency medical <br /> services tax levy provided for in Section 3 above, or other <br /> money as may be made available. Any and all funds derived <br /> from the levy herein, loans, contractual services or other <br /> sources for emergency medical care and services shall be <br /> segregated into an emergency medical care and services fund <br /> which may be drawn up on as necessary to meet the expenses <br /> of emergency medical care and services. <br /> 2 <br />
