SECTION 5: The City Council finds that the need for <br /> emergency medical services as described in this ordinance <br /> requires the City to place this issue before the electors at <br /> the primary election to be held in the City as provided by <br /> law on September 20, 1994, at which there shall be submitted <br /> to the qualified voters of the City for their approval or <br /> disapproval of the following proposition: <br /> PROPOSITION NO. 1 <br /> EMERGENCY MEDICAL SERVICES <br /> Shall the City of Everett maintain and improve the <br /> emergency medical care and services program <br /> including paramedic services and shall the City be <br /> authorized to impose for such program an <br /> additional regular property tax levy of a maximum <br /> of forty-three cents per thousand dollars, or less <br /> as determined by City Council , of the assessed <br /> value of property in the City each year for six <br /> consecutive years commencing January 1 , 1995? <br /> YES NO <br /> The County Auditor of Snohomish County, ex officio <br /> Supervisor of Elections of the County, shall have <br /> jurisdiction over and shall conduct such special election. <br /> The City Clerk shall deliver to the Snohomish County Auditor <br /> a certified copy of this ordinance showing its passage and <br /> including the ballot title herein set forth. <br /> SECTION 6: Certification of such proposition by the City <br /> Clerk to the Snohomish County Auditor in accordance with law <br /> prior to the date of such election on September 20, 1994, <br /> and any other act consistent with the authority and prior to <br /> the effective date of this ordinance, are ratified and <br /> confirmed. <br /> SECTION 7: An emergency is declared to exist regarding <br /> Sections 1 , 2 , 5 and 6 of this ordinance and Sections 1, 2 , <br /> 5 and 6 shall take effect upon becoming valid; thereafter, <br /> Sections 3 and 4 of this ordinance providing for program <br /> funding shall take effect upon voter approval . <br /> SECTION 8: Severability. In the event any one or more <br /> of the provisions of this ordinance shall for any reason be <br /> held to be invalid, such invalidity shall not affect or <br /> invalidate any other provision of this ordinance or the <br /> bonds, but this ordinance and the bonds shall be construed <br /> and enforced as if such invalid provision had not been <br /> 3 <br />
