• . • iv,. ORDINANCE NO. 1998-94 AN ORDINANCE establishing special charges for connection to the City of Everett water system and sewer system and repealing Ordinance No. 1171-85 (EMC 14.08.135). WHEREAS, the City Council of the City of Everett finds that additional connections to the City of Everett water system and sewer system have cumulative impacts which will require future reconstruction and expansion of system facilities; and WHEREAS, the City Council finds that an equitable share of the cost of the water system and sewer system should be paid by new connections in order to put new customers and old customers in equilibrium to fund future reconstruction and expansion of the systems; and WHEREAS, under RCW 35.92.025, the City Council may charge a connection fee to property owners seeking new connections to the water system and sewer system in such amount as the Council may determine in order that said property owners shall bear their equitable share of the cost of such system; and WHEREAS, after due deliberation at public meetings, the Council finds that single family residences connected to the Everett public water system and sewer system over the past twenty to thirty years have paid service charges well over the water and sewer connection charges established herein and that such connection charges thus reasonably relate to the equitable share of the cost of the water system and sewer system to be borne by new single family residence connections to the systems; and WHEREAS, City Council finds that sewer and water connection fees for single family residences inside Everett city limits should relate to building size as follows: Less than 1,000 sq. ft. $1,101 total charge 1,000 sq. ft. to 2,000 sq. ft. $1,296 total charge Over 2,000 sq. ft. $1,613 total charge; and WHEREAS, City Council finds that the financing of the sewer system requires a substantially greater appropriation of total connection fee charges herein than the water system and that the rates charged herein inside Everett city limits should be appropriated 62.8% sewer and 37.2% water; and WHEREAS, after due deliberation at public meetings, the Council finds that duplexes, triplexes and multiple housing complexes of four units or more connected to the Everett public water system and sewer system over the past twenty to thirty years have paid service charges well in excess of $1,884, AOREEMNT\DM1223OR(1(14/7/94) 1
