Section 3: The Director of Public Works shall establish rules, regulations and procedures for administration of the said fees - establish for water transmission system connections. ' The charge for water transmission system connections include a 25%surcharge. 2 Areas outside City limits,but connected to the City's water distribution system shall be charged the rate inside City limits with a 25%surcharge.
