• <br /> • Section 4: In the event that the property to be connected has paid or is paying an assessed <br /> amount under ULID #1, said property shall be exempt from the sewer charges assessed herein and the <br /> lateral and trunk connection charges under EMC 14.04.090, 14.04.100, 14.04.110 and 14.04.120; <br /> provided that said exemption shall not apply to the special connection charge established herein for new <br /> connections or reconnections to the water system. <br /> Section 5: In the event that the proposed improvement on property to be connected to the <br /> Everett sewer system constitutes a major project under SEPA guidelines, the Mayor or his designee may <br /> use the fees established herein as a guideline for mitigation of sewer and water system impacts. <br /> Section 6: Charges for new projects with an estimated water demand in excess of 200,000 cu. ft. <br /> per month shall be determined on a case-by-case basis related to its immediate short term and long term <br /> impact on the sewer and water systems. Said determinations shall use $1037 per 900 cu. ft. per month of <br /> estimated water demand to calculate the total charge inside city limits and $320 per 900 cu. ft. per month <br /> for water transmission system connections. The total charge may be reduced or increased based on the <br /> following considerations: <br /> a. Proximity to the sewage treatment plant. <br /> b. Pumping requirements to supply water to the proposed development. <br /> c. Pumping requirements to convey the proposed development's sewage effluent to the sewage <br /> treatment plant. <br /> d. System improvements to be made by the developer. <br /> e. Peak demand for water. Peak flow for sewer. <br /> f. Fire demand. <br /> g. Estimated sewage effluent quality. <br /> h. Proximity to the water filtration plant. <br /> i. Location outside the City limits. <br /> The minimum utility connection fee shall be the fee charged for a water demand of 200,000 cu. ft. <br /> per month at $1037 per 900 cu. ft. per month inside City limits and $315 per 900 cu. ft. for water <br /> transmission system connections. Approval of the Mayor is required for all connection fees determined <br /> under this provision. <br /> AGREEMNT\DM122'1OR(Y14/7/94) 5 <br />
