ORDINANCE No. 1989-94 <br /> An Ordinance of the City of Everett Rezoning Certain Property <br /> Located on the West Side of Seventh Avenue SE, South of 100th Place SE, <br /> From R-S (Suburban Residential) to R-1(A) (Single Family Attached, Low Density) <br /> WHEREAS, the November Partnership has applied for an amendment to the land use designation <br /> of the Everett General Plan and a rezone for property located on the west side of Seventh Avenue <br /> SE, south of 100th Place SE, the legal description of which is: <br /> The north half of the south half of the northeast quarter of Government Lot 1, Section 19, <br /> Township 28 North, Range 5 East, W.M., Situated in the County of Snohomish, State of <br /> Washington, <br /> Together with, <br /> Lots 18 and 19, Broadway Farms No. 2, according to the plat thereof recorded in Volume <br /> 13 of Plats, Page 93, Records of Snohomish County, Washington; <br /> Except the east 134.00 feet of the south 150.00 feet of said Lot 19. <br /> and <br /> WHEREAS, the applicant proposes to establish single family attached housing in accordance with <br /> the R-1(A) zone standards of the Everett Zoning Code; and <br /> WHEREAS, the Planning Commission held public hearings on January 4, 1994, and January 18, <br /> 1994 to consider the proposed land use change and rezone and to take public testimony from area <br /> residents and property owners and did consider the relevant policies of the Everett General Plan <br /> residential land use policies, land uses in the vicinity, testimony of the public and the applicant, <br /> criteria for non-project rezones contained in the Zoning Code, and circumstances which have <br /> changed since the land use map and policies were adopted in 1986; and <br /> WHEREAS, the Planning Commission has recommended that the City Council approve the <br /> proposed rezone of the subject property from R-S (Suburban Residential) to R-1(A) (Single <br /> Family Attached, Low Density); and <br /> WHEREAS, the City Council held a public hearing on February 16, 1994, to consider the <br /> recommendation of the Planning Commission; and <br />
