23. As-builts of storm system, sanitary sewer and water systems are required to be submitted <br /> per City Design and Construction Standards and Specifications. <br /> 24. Tract 996 is to be held in undivided ownership among the property owners of the lots in <br /> the subdivision. This condition shall be placed and recorded on the face of the final plat <br /> map. <br /> 25. The wetpond area must be dedicated to the City and included in a separate tract from the <br /> recreation tract. The size of this tract must be increased to allow for adequate <br /> maintenance of the facility. The City of Everett Public Works Department shall <br /> determine the amount of additional land needed. <br /> 26. A permanent fence must be constructed along the entire edge of the environmentally <br /> sensitive area(ESA) buffer. The design of the fence shall be split rail, or an alternative, <br /> approved by the City Planning Department prior to final subdivision approval. City of <br /> Everett ESA signs must be placed at approximately fifty (50) foot intervals along the <br /> fence. The signs are available from the City Planning and Community Development <br /> Department. <br /> 27. The ESA Tract and Recreation Tracts shall be dedicated to the homeowners of the <br /> subdivision and placed and recorded on the face of plat. The ESA Tract shall be a Native <br /> Growth Protection Area. The homeowners of the subdivision will be required to <br /> maintain these areas along with ESA fences and signs. The homeowners must also <br /> maintain the recreational equipment and landscaping. The maintenance requirement shall <br /> be shown as a covenant on the final plat map. <br /> 28. The following covenant shall be placed on the final plat map: "There shall be no <br /> clearing, grading, cutting of vegetation or placement of structures, except for <br /> removal of dead, dying, diseased or hazardous trees as approved by the Planning <br /> Department." <br /> 29. There shall be an additional ten(10) foot construction setback from the twenty-five (25) <br /> foot buffer. No heavy equipment shall be allowed within the entire setback area. <br /> Landscaping, patios, yards and fences will be permitted within the construction setback. <br /> 30. A condition must be placed and recorded on the final plat map that, "Individual <br /> pressure reducing valves are required for each water service within the plat". <br /> 31. Driveways should be designed and constructed to prevent the collection of stormwater. <br /> Runoff should sheetflow from driveways into gravel filled trenches which are located <br /> along one or both sides of each driveway and are sized to provide storage for infiltration <br /> of at least the volume of runoff associated with a ten(10)year,twenty-four(24)hour <br /> storm. If runoff from a driveway cannot be infiltrated along the side of the driveway (due <br /> to topography, soil conditions or other site constraints),the area of the driveway must be <br /> 5 <br />
