38. The Applicant shall relocate the foliage on the project frontage on Mukilteo Boulevard, <br /> south of the proposed intersection. This shall be done in order to attain maximum <br /> entering sight distance. Note: Trees should only be planted no closer than 15 feet behind <br /> the traveled way so that outgrowing foliage does not interrupt a 10 foot setback for the <br /> sight distance triangle. Only high top trees should be considered for landscaping any <br /> closer than 15 feet, otherwise all landscaping should be maintained to no higher than 18 <br /> inches. <br /> 39. The Applicant shall install a"Side Road"warning sign(MUTCD sign W2-2)with a 30 <br /> mph advisory speed plate (MUTCD sign W13-1) along Mukilteo Boulevard in the <br /> westbound direction preceding the horizontal curve at Gibson Place to alert approaching <br /> drivers of the Mukilteo Boulevard/plat road intersection beyond the curve. <br /> 40. The plat road approach to Mukilteo Boulevard should have a landing platform of 25 feet <br /> with grades no greater than 1%. This design will aid entering traffic attain the 85th <br /> percentile speed of Mukilteo Boulevard traffic and minimize any operational/capacity <br /> impacts on the City street system. <br /> 41. A vegetated screen must be established along the south property line, on Lots 8 through <br /> 12. The screen shall consist of a either a four foot high privacy fence with evergreen <br /> trees, or an evergreen hedge that will provide substantially the same screening as the <br /> fence option within three years. Suggested plant species include the following: a) <br /> Canada Hemlock (tsuga canadensis); b) Cypress (cupressocyparis leylandii); c) <br /> platycladus orientalis; or, d) American Arborvitae (thuja fasitgata). All plants shall be <br /> a minimum of 6 feet in height at the time of planting. <br /> REQUIREMENTS OF SEPA MDNS#22-97 DATED FEBRUARY 12, 1998 <br /> Note: These are not PRD conditions, but are mitigation items required to address the <br /> environmental impacts of the proposal. These are included for reference. <br /> 1. Any grading/fill on this site shall be done so as to not impact the surrounding properties. <br /> (SEPA Earth Policy) <br /> 2. On-site detention of stormwater runoff is required per City Standards. (SEPA Water <br /> Policy) <br /> 3. Wetponds and storm water detention facilities are not permitted within the approved final <br /> wetland buffer as shown on the buffer averaging plan. (SEPA Water Policy) <br /> 4. Treatment of stormwater runoff from paved areas must occur per City Standards prior to <br /> discharge of the stormwater from the site or to a stream or wetland.
