SUB AREA 2: CENTRAL <br /> Area Description/Features <br /> Central Everett includes the area south of 41st Street to Highway 526, and is bordered on the east <br /> by the Snohomish River. Glenwood Avenue and Upper Ridge Road form the western border. <br /> The subarea includes older residential neighborhoods with commercial areas, including the <br /> businesses along Evergreen Way. Although mostly built-out, the area contains natural areas such <br /> as Pigeon Creeks 1 and 2, and the Snohomish River. The riverside community of Lowell falls <br /> within this subarea, as do Rotary Park, Lowell Park, Forest Park, and the Snohomish River trail <br /> on the Simpson site. <br /> Existing Trails <br /> Two designated trails currently exist within this subarea, both as on-street striped bicycle lane. <br /> The first a major east-west route, is marked along 41st Street(Mukilteo Boulevard) from Rucker <br /> Avenue to Howarth Park. The trail actually begins at Colby; however,the two blocks from <br /> Colby to Rucker are currently unmarked and very dangerous. The trail is frequently used by <br /> runners and bicyclists, as it follows a winding, picturesque boulevard. Several bus stops are <br /> located along Mukilteo Drive, making it a convenient transfer route. The second designated <br /> route begins in subarea 2 at the intersection of Beverly Boulevard and East casino Road, and <br /> passes through subarea 5 on West Casino Road, providing access to Boeing and other industrial <br /> uses in subareas 3,4 and 5. Large traffic volumes during peak hours discourage its use by <br /> pedestrians and bicyclists. In "A Pedestrian and Bicycle Access Plan for Everett's Snohomish <br /> Waterfront," a trail route was identified providing access to the river. A portion of that route has <br /> been constructed and runs through this subarea on the Simpson property along the Snohomish <br /> River. <br /> Proposed Trails <br /> Trails within this subarea should provide an extensive pedestrian network, allowing individuals <br /> to safely utilize the varied facilities within its boundaries without the use of the automobile. A <br /> great need exists for safe, alternative bicycling routes for commuting and recreation. As the <br /> area's industry attracts more residents, there will be a greater need for trails connecting <br /> neighborhoods, parks, schools and shopping areas. Neighborhood and school connections are <br /> desirable between the subareas (i.e. Jackson Elementary School, and View Ridge Elementary <br /> School.) <br /> W:\PLANNING\TRAILS\COMP96.DOC 14 <br />
