161%/IlimA' <br /> RESOLUTION NO. 4 4 6 3 <br /> A RESOLUTION pursuant to the Uniform Code for the Abatement of <br /> Dangerous Buildings and the Uniform Housing Code, declaring an <br /> emergency to exist, and authorizing the demolition and clearing of the <br /> building from the property situated at 3510 Colby Avenue, Everett, WA <br /> WHEREAS, the City Council finds that the building which is located at 3510 Colby Avenue, <br /> Everett, Washington contains the following deficiencies which constitute an emergency for <br /> abatement pursuant to the Uniform Code for the Abatement of Dangerous Buildings and the <br /> Uniform Housing Code: <br /> Violations noted pursuant to the Uniform Housing Code: <br /> 1. Walls, roof, floors and other structural components of the building have been <br /> destroyed by fire. <br /> 2. Interior and exterior doors and windows are missing, and the framing damaged by <br /> fire. <br /> 3. All vital systems, electrical, plumbing, and heating have been destroyed. <br /> 4. The building is frequented by transients, is an attractive nuisance to inquisitive <br /> minors, and endangers the health, safety, and welfare of the public, <br /> 5. The premises are full of trash, debris, containers of unknown substance, and an <br /> overgrowth of vegetation which is hazardous to the health, safety, and welfare of the <br /> public, and the adjoining properties. <br /> 6. The building is unsafe for dwelling purposes. <br /> 7. The building is in such a condition as to constitute a public nuisance known to the <br /> common law or in equity jurisprudence. <br /> Violations noted pursuant to the Uniform Code for the Abatement of Dangerous <br /> Buildings: <br /> 1. The building has been so damaged by fire that it constitutes a hazardous nuisance and <br /> endangers the health, safety, and welfare of the public. <br /> 2. The building has been so damaged by fire that it is an attractive nuisance to inquisitive <br /> minors and a harbor for vagrants. <br /> 3. The building is maintained in violation of requirements applicable to such buildings as <br /> provided by the building regulations of this jurisdiction, as specified in the Building <br /> Code. <br /> 1 <br />
