4. The building is unsafe for dwelling purposes. <br /> 5. The building is in such a condition as to constitute a public nuisance known to the <br /> common law or in equity jurisprudence. <br /> 6. The building is a nuisance to the health, safety, and welfare of the public, and <br /> inquisitive minors in the area. <br /> 7. In its present condition, the building endangers the health, safety, and welfare of the <br /> public, and inquisitive minors in the area. <br /> WHEREAS, the City Council finds that the above stated conditions of said buildings endanger <br /> the life, health, property, and safety of the public and occupants of the buildings; and <br /> WHEREAS, the City Council finds that the buildings constitute dangerous buildings under the <br /> Uniform Code for the Abatement of Dangerous Buildings and substandard buildings under the <br /> Uniform Housing Code; and <br /> WHEREAS, the City Council finds that the owner has been given notice of this Council meeting; <br /> and <br /> WHEREAS, the City Council finds that it is imperative that immediate action be taken to abate <br /> the building; and <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT that: <br /> Section 1: <br /> That the building located at 3510 Colby Avenue, Everett, Washington, is legally described as <br /> follows: <br /> Lots 27, 28 and 29, Block 6, Friday's First Addition to Everett, as per plat recorded in <br /> Volume 3 of Plats, page 34, records of Snohomish County; <br /> EXCEPT the East 15 feet dedicated for Street purposes in Volume 29 of Deeds, on page <br /> 335; <br /> Situate in the County of Snohomish, State of Washington. <br /> Section 2: <br /> That the building on the above-described property is hereby declared to be dangerous as defined <br /> in the Uniform Code for the Abatement of Dangerous Buildings, and substandard as defined in the <br /> Uniform Housing Code. <br /> 2 <br />
