C.S.3143 <br />Project Review Reques'-- for the <br />Paine Field Industrial Center <br />Phase III <br />SEPA File No. 37-89 <br />This letter is in response to your request for our comments on the <br />proposed Paine Field Industrial Center project which we received from <br />your office March 22, 1989. This proposal would construct 300,000 <br />square feet of warehouse space and 4,000 square feet of office space. <br />Also, portions of Narbeck Creek would be relocated. A paved parking <br />lot for approximately 140 vehicles and a paved material storage area <br />would also be provided. This third phase of development will encompass <br />25.83 acres of the total 28.20 acres site. The site is located north <br />of Seaway Boulevard; approximately one mile north of the SR-526/Seaway <br />Boulevard Interchange in the City of Everett. <br />The State's comments on this proposal are as follows: <br />After review of the Environmental Checklist and Traffic Analysis <br />submitted on this proposal, the Department has determined that this <br />proposal will generate 1,154 AWDT and 225 PM peak hour trips. Upon <br />examination of the ITE Trip Generation manual it was found that the <br />development will generate most of its trips in the AM peak hour. The <br />AM peak hour generation value from the ITE Trip Generation manual was <br />.782 giving 235 AM peak hour trips (.782 per 1,000 square foot of <br />manufacturing area) and not 185 AM peak hour trips as reported by the <br />consultant who did this development's traffic analysis. <br />This development will generate 141 AM peak hour trips (60a x 235) <br />through the SR-526/20th Avenue West interchange which was not <br />mentioned in the analysis. This area has several proposed developments <br />that will deteriorate the LOS �ft this interchange. A recent traffic <br />impact analysis for the proposed Intermac Corporate Headquarters by <br />Entranco Engineers, Inc. in February, 1989 projected the LOS at the <br />eastbound on -ramp intersection for the PM peak hour to be at "E" in <br />1992 and at "F" in 1995, without this development.
