The Applicant requested approval of a Shoreline Permit and a Special Property <br /> Use Permit to allow construction of a ready-mix concrete batch plant with <br /> associated storage and retail facilities on 15 acres of an 18-acre parcel that is <br /> located at the southeast portion of Smith Island at 3640 — 34th Avenue NE, <br /> Everett, Washington. The Applicant submitted that concrete is an essential element of construction for <br /> all aspects of building environments within the City of Everett. Currently, there <br /> are only two ready-mix batch plants in operation within the Everett area, and the <br /> Applicant seeks to construct a ready-mix batch plant operation on-site. It would <br /> encompass approximately five acres of the 15-acre parcel and would generate <br /> approximately 20% of the County and City demand for ready-mix concrete.
