The remaining ten acres of the 15-acre parcel wuuld be used for <br /> storage of buik aggregate, sand, and soil products. It would be maintained in <br /> stockpiles o�40 feet in height. Smith Island is part of the Snohomish River <br /> Estuary Wetland Plan (SEWIP) and is located in the Washington Resoi:rce <br /> Inventory Area (WRIA) #7, a geographic area that is part ot Surface Water <br /> Resource h4anagement. (exhibit la staff report page 2; exhibit 3 Biological <br /> Assessment pages 4,8, 9; exhibit 4 Wetl�nd Delineation; exhibit 9 Environmentai <br /> Checklist) <br /> 3. The subject property is within the Urban Growth Area for tha City of Evereri and <br /> is zoned M-2, UFFD - Heavy Manufacturing, Urban Flood Fringe District. In the <br /> City's Ccmprehensive Pian, the site �s designated as 5.1 — Heavy Industrial. The <br /> site has an Urban-Mixed Use Industral shoreline designation. The site also has <br /> an 'Jrban-Flood Fringe District Overlay (UFFD). The stated purpose of the M-2 <br /> zone in the City is to provide for and protect certain areas of the City for heavy- <br /> manufacturing uses. In UFFD overlay areas that are designated Urban, uses are <br /> permitted that are consistent with the controlling Shoreline Master Program <br /> (SMP) and permitted in the underlying zones. In addition, all projects must be <br /> consistent with appiicable federal and state laws. The site would be served by <br /> City of Everett Police and Fire Departments. (exhibit 1a staff report page 1; <br /> Ingalsbe testimony) <br /> 4. The subject property is within a 100-Year Flood Plain, and the current Federal <br /> Emergency Management Agency (FEMA) map places the flood plain at 12.68 <br /> feet above Mean Sea Level (MSL). The Applicant proposes to utilize clean <br /> structural fill to create a pad on-site at an elevation of 14 feet M1�SL in order to <br /> raise the site approximately two feet above the 100-Year Flood Plain elevation. <br /> The Applicant wouid bring in 140,000 to 280,000 cubic yards of fill material to <br /> achieve the desired grade specifications. There would be no fill removed or <br /> placed in any of the surface waters on-site, nor in any of the wetlands. (exhi6it 3 <br /> Biological Assessment; exhibit 9 Environmental Checklist page 7) <br /> 5. The proposal of the Applicant exceeds $5,000.00 in value. The subject property, <br /> on which the proposal is to be developed, is within close proximity to a significant <br /> shoreline within the State of Washington. The project is subject to review of the <br /> Shoreline Act of the State of Washington (RCW 90.58) and the SMP of the City <br /> of Gverett (EMC 19.33.D). In the City's SMP, the subject property has been <br /> designated as Urban-Mixed Use Industrial. (exhibit 1a pages 1 & 2) <br /> 6.
