Clean dredge <br /> material from a permitted dredging ;:;�ration shall be permitted. Maienals such <br /> as wood waste may be approved for rill in limited situatior�s. Landfill with <br /> toxic/hazardous dredge spoils and sanitary landfill materials are prohibited. <br /> 22. Construction shall be commenced within two years of the effeciive daie of the <br /> Shoreline Permit. The effeciive date of a Shoreline Permit shall be the date of <br /> last acti�n required on the Shoreline Permit and all �ther government permits <br /> and approvals that authaiize the developmenk to proceed, including all <br /> adrninistrative and legai actions on any such permit approval. The City may <br /> auihorize a single extension for a period not to exceeil c,ne year based on <br /> reasonable factors, if a request for extension has been fled before ihe expiration <br /> date and notice of the proposed extension is given to parties of record and the <br /> department. Authorization to conduct this development shall terminatc• in ten <br /> years aiter the effective date oi the Shoreline Permit. <br /> 23. All requirements of the Final Mitigated Determination of Non-Significance (SEPA <br /> #05-047) are hereby incorporated by reference. <br /> 24. The Applicant shall execute a license, easement, or other suitable mechanism to <br /> the City of Everett to ensure continuous access to and from ihe waterfront public <br /> access trail at this sile.
