<br /> Starcom Service Corporation proposes to install a cable-based
<br /> telecommunication link between Seattle and Vancouver. The system will consist
<br /> of a single fiber optic �able, housed in a 2-inch diameter polyethylene direct
<br /> duct which is buried to a depth of 48 inches. The cable will be routed
<br /> through the City of �erett by following SR529 between Steamboat Slough and
<br /> the Snohomish River and by follo*ving the Burlington Northern Railroad's (BNRR)
<br /> right-of-way south of the Snohomish River. A 480-square-foot service building
<br /> with a 100-square-foot generator building is proposed just north of
<br /> 36th Street on BNRR right-of-way.
<br /> Tlie proposal is located within the NW 1/4 of Section 4, SE 1/4 0£ Section 5,
<br /> , Fzst 1/2 of Section 8, W 1/2 of Section 16, NE 1/4 of Section 17, W 1/2 of
<br /> Section 21, Section 29, and Section 32 of TownshZp 29N, Range SE; and the SW
<br /> 1/4 of Section 4, NE 1/4 of Section 5, and the NW 1/4 n" Section 9 of
<br /> Township 28N, Range SE.
<br /> Portions of the proposed project are located within 200 feet of the Srohomish
<br /> Rlver. The building site is zoned C-2, Heavy Commercial-I.ight Industry. The
<br /> r2.ble route travels through the M-2/UFFD zone, Eeavy Manufacturing/Urban Flood
<br /> Fr.inge District and the W-C/UFFD zone, Waterfront Commercial. UFFDs are areas
<br /> wCthin the City locate�i just beyond the edge of the Snohomish River floodway.
<br /> :iiese areas can be developed by meeting the UFFD development standards of the
<br /> City of Everett Zoning Code.
<br /> Since thc propcsed project is cvithin 200 feet of the Snohomish..River and over
<br /> $2,500 in value, the project is subject to the City of Everett Shoreline
<br /> Ma�.":r Program per E.M.C. 20.12.060 and tl:e Snohomish County Shoreline Master
<br /> Program. Per W.A.C. 173-19-044, the City must iise the Snohomish County's
<br /> Shoreline Plan for areas annexed into the city until the �:ity's Shoreline Plan
<br /> is amended.
