1 PROJECT OVERVIEW <br /> The HPD Investment Site project proposes the construction of nine additional <br /> parking stalls with associated maneuvering area resulting in an increase of <br /> approximately 2,200 sf on an existing 0.87-acre commercial property within the <br /> City of Everett. The subject property is located within the NE �/a, of the SW1/4 <br /> of Section 29, Township 29 N, Range 5 East, W.M. on parcels #00576002000001 <br /> and #00576002100001. <br /> Access to the site will be via the existing driveway off of 37th St. The new <br /> parking areas will be paved. The subject property is fully developed, with <br /> predominantly impervious coverage. Site soils are Norma Loam. Runoff is <br /> slow through this soil and the hazard of water erosion is slight. Grades across <br /> the property range from 0 to 3%with an average slope of 1%. The proposed <br /> area of development is located on a flat portion of the property to the south of <br /> the existing buildings. Grades slope generally from the south to the north <br /> onsite. <br /> Runoff from the site travels overland to the north of the site to 37th Street. <br /> Flows then travel westerly along 37th Street to the existing City combined <br /> storm and sewer system at the intersection of 37th Street and McDougal <br /> Avenue. The combined system flows north to the City's waste water treatment <br /> plant on Smith Island and eventually outflows to Puget Sound. No signs of <br /> constrictions, erosion or sedimentation were noted along the downstream <br /> investigation other than minor bank erosion at the site driveway. <br /> Development of the site will add a new impervious area of 2,200 square feet. <br /> Minor clearing activities will result in additional area impacts to the site but <br /> will not result in impacts to more than 1 acre of area.
