This Report was produced in accordance with the 2010 City of Everett
Stormwater Management Manual (Drainage Manual). According to Volume I of
the drainage manual, the proposed improvements will be required to meet
Minimum Requirements #1 through #5, since more than 2,000 square feet of
new impervious surfaces will be added. A summary of how each of the
minimum requirements is met is as follows.
Minimum Requirement #1: Preparation of Stormwater Site Plans: This
Report along with the Construction Plans satisfies this minimum requirement.
Minimum Requirement #2: Construction Stormwater Pollution Prevention:
See Section 2 of this Report for the SWPPP BMP Elements.
Minimum Requirement #3: Source Control of Pollution: Permanent source
control BMPs are not applicable for the subject site since the associated
activities for the new residence do not fall within the types of facilities listed
within Chapter 2, Volume IV of the Drainage Manual. BMPs for erosion and
sedimentation control are specified in the Construction Plans and the SWPPP.
Minimum Requirement #4: Preservation of Natural Drainage Systems and
Outfalls: The natural location of discharge and drainage path will remain
unchanged when improvements have been completed. See Offsite Analysis in
Section 3 of this Report.
Minimum Requirement #5: Onsite Stormwater Management: Per Chapter
12, Volume III of the Drainage Manual, the Onsite Stormwater Management
BMPs do not apply if they are within 10 feet of any existing structure or
property line. Due to the existing site layout and constraints, there is
insufficient space to implement the dispersion or infiltration based BMPs.
Additionally, existing soil has an insufficient infiltration rate, so the Onsite
Stormwater Management BMPs are infeasible on this site.
