Washington. <br /> 1 <br /> HWA will provide environmental consulting services as follows: <br /> 1 <br /> I <br /> STUDY OBJECTIVES i <br /> i <br /> HWA understands from the City that the study objectives include the following. [MA's <br /> scope of services reflects the attainment of these objectives. <br /> i <br /> • Preparation of a remedial investigation(RI) and Feasibility Study(FS)-that are i <br /> adequate under MTCA and(a) sufficient for Ecology Voluntary Cleanup Program <br /> (VCP)or formal program to issue opinion letters or other concurrences that the i <br /> studies meet MTCA substantive standards and that the remedial actions,if <br /> implemented, will meet MTCA substantive standards;and(b)will support and are i <br /> sufficient for the City to apply for reimbursement or grant funding for remedial <br /> Icosts. <br /> i <br /> • Screening sampling results and developing cleanup alternatives using cleanup <br /> standards based on unrestricted and/or, if applicable,commercial cleanup levels. <br /> Method B standard cleanup levels should be assumed unless it is more appropriate <br /> to use other cleanup levels based on consultation with the City. RI/FS analyses <br /> will include any data and analyses necessary to meet the above objective.. <br /> I <br /> I <br /> • Developing cost-effective remedial alternatives sufficient for: (a) Ecology to issue <br /> an NFA letter for the Property if the remedial action is performed as an <br /> i <br /> independent cleanup under the VCP; or(b) Ecology to issue a covenant not to sue i <br /> or similar commitment, if either party or both parties enters into an Agreed Order <br /> 1 <br /> or Consent Decree. I <br /> i <br /> • The restoration timeframe should be near term (within 1-3 years) for any <br /> contaminated media(e.g.,soil and ground water) that could affect the ability of j <br /> Everett Riverfront Project to be developed. The restoration timeframe may be I <br /> longer for other media. 1 <br /> i <br /> • Identifying remedial cost estimates, separate from the RI/FS documents,and I <br /> identifying any early action, interim,or other remedial measures for consideration <br /> if requested by the City to control contaminant migration,human health or the <br /> environment. i <br /> 1 <br /> 1 <br /> I <br /> 1 <br /> . 17 i <br /> 1 <br />
