4 <br /> September l 1, 2008 <br /> HWA Project No. 2008 094 <br /> • Using existing information where possible, and developing outlines, preliminary <br /> draft,draft and final deliverables in coordination with City staff and counsel <br /> including outside counsel (collectively referred to as the City in this scope) prior <br /> to submittal to third parties including Ecology. <br /> • Developing remedial actions consistent with existing Landfill Consent Decree as <br /> amended and with the Everett Riverfront Project schedule for both City and OM <br /> work. <br /> TASK t — PLANNING <br /> • Data Review/Geologic analysis. HWA will review existing available data, <br /> including consultant reports, tiles available at the City and Washington State <br /> Department of Ecology(Ecology), geologic maps, well logs, project plans. etc. <br /> We will prepare geologic cross sections and contour maps, as needed, using <br /> existing borehole information at and adjacent to the site in order to gain an <br /> understanding of site geology and hydrogeology,and how it might impact <br /> contaminant distribution, late. and transport. <br /> • Realth and Safety Plan. Prior to the beginning of the field investigation, HWA <br /> will prepare a site-specific health and safety plan(HSP), for HWA internal use <br /> only. HWA will conduct all field activities in accordance with our established <br /> health and safety policies and procedures. We will tailor the HSP to address <br /> specific site health and safety concerns_ HWA's safety procedures provide <br /> guidelines and procedures to ensure the health and physical safety of HWA staff <br /> working in the field. <br /> • Sampling& Analysis Plan (SAP). The SAP will follow the organization of this <br /> site assessment proposal, conform to Chapter 173-340-820 WAC in the <br /> Washington State Model Toxics Control Act(MICA) Cleanup Regulations,and <br /> will provide a detailed description of each principal project task and a schedule <br /> for project completion. This is necessary to ensure that everyone involved with <br /> the project understands the approach and execution of each task. <br /> • Ground water gradient: HWA will measure ground water levels in all existing <br /> wells.This proposal assumes surveying(location and elevation)of existing and <br /> new monitoring well locations by others. We will calculate ground water <br /> elevations and generate ground water potentiometric maps. We will analyze <br /> available past ground water level data to ascertain seasonal variation in ground <br /> water levels. <br /> • Sample existing wells: HWA will collect ground water samples from existing <br /> accessible monitoring wells, to confirm previous results and obtain samples from <br /> MW-7, which was not previously analyzed for petroleum hydrocarbons. <br /> 0 <br /> L.)
