However, there was no evidence on site
. , indicating a history of such sloughing. The potential for sloughing can be ;k.
b =,_ minimized by installation of proper drainage, maintaining vegetation on the slope ;" `
` and keeping yard waste and other debris off the slope. The proposed alterations in
_:!; the steep slope ar.d steep slope buffer areas on site should not create a hazard to
=:- the subject property or to surrounding properties both public and private. Wth
` '',.. proper erosior controi measures there should be no off-site erosion impacts.
f ....
„:;, 2. The proposa/addresses fhe existing geological r.onstraints of the site,
including an assessment of soils and hydrology. This project was evaluated
by a geotechnical consuitant prior to construction. 7f:st pits were dug at four
locations and dynamic cone penetrometer tests were: taken at two locations. The
analysis evaluated subsuriace and hydrologic cond;;?ons, landslide erosion and
seismic hazard potential for the site, and provided recommerdations for
construction appropriate for the site conditions.
3. The proposed method of construction will reduce erosionotential,
landslide and seismic hazard potential, and will improve ornot adversely
af/ect the stability of slopes. Strict adherence to the recommendations r'"''
contained in the geotechnical report, including best management practices and
erosion control measures, should insure minimai impacts on and off site. The z^
` ' geotechnical engineer should be retaineu to assure recommendation in the
:r.`.:;;.; j p
.--: report are properly adhered. i
 4. The proposal uses construction techniques which minimize disruNiion of
existing topography and natural vegetation. The house is sited on west end of
the lot, closest to tfie point of access from the street, so as to minimize
construction on sloped areas. The geotechnical report includes recommendations
for construction of the residence and infrastructure.
5. The proposa!is consistent with the purposes and pravisions of this
Ordinance. The geotechnical report provides recommendations for
development of the site.
6. The proposal mitigates all impacts identified in the geotechnical repoR.
Development on site shall be in accordance wilh the findings and
recommendations contained in the geotechnical report repared for the proposed
• development on site by Comerstone Geotechnical Inc.
7. A!l utilities and access roads or dr;,veways to and within the site be located
so as to require ihe minimum amount of modification fo s/opes, vegetation
or geological/y hazardous areas. Access is located off of Commercial Avenue.
The building is located in such a manner as to minimize the amount of vehicle
access and utility improvements on the slopes of the site.
DECISION: i he City of Everett Planning Director hereby approves the request to modify
the steep slope areas located to ailow for the construction of a new single family
residence. This approval is subject to meeting the following conditions:
1. A Public Works Permit is required for this project. Detailed drawings in
accordancP with City Design an Constructicn Standards shall be submitted to the
Public Works Department, showing site parking layout, iandscaping, utilities,
:;+ ..
``
s :•.,>- _
..., si `.
