standards, including wetland buffer requirements; a Final Threshold Decision
was issued on December 22, 2003.
Conclusion: The design of the project is not consistent with the City's Sensitive
Area Ordinance and is not be designed to be consistent with the natural
environment.
6. Drainage - The proposed project and design shall meet the requirements
of the City's Drainage Regulations;
Finding: The subject property is in the Glenwood Creek Drainage Basin. The
project will be providing drainage improvements to City standards.
Conclusion: Drainage impacts have been adaressed to meet City Standards.
7. Open Space and On -Site Recreation - The proposed project and design
shall meet the requirements for Open Space and On -Site Recreation as defined
in EMC 18.28.250 and 260;
Finding: The applicant's site plan provides for rear yard open space that varies
throughout tho project. Based on the applicant's proposal with a 40 foot right-of-
way the site meets the minimum open space requirements of 600 square feet
except for Lots 1, 5, 10, and 11 have there required minimum rear yards open
space requirement in the side yard. A side yard area may be used as required
rear yard if the rear yard setback is 10 feet or more, these areas are 5 feet. The
project revisions to the required right-of-way to 50 feet and the 20 X 20 foot
parking dimension in front of the garage will significantly impact required open
space to make it substantially below what it is now and the minimum.
Finding: The project is proposing a combination detention/wet pond with
recreation area and an active play area. The active play area tract is in a
location that is not centrally located to close to traffic on Glenwood Avenue, 49`,
Place and the new sheet.
Conclusion: This project does not meet open space and recreation
requirements. The incorporation of the walking trail system and park to the
public sidewalks provides for additional amenities to the ESA area and the
concepts of what is being proposed could meet recreation requirements if the
active recreation was located in a safe and central location.
8. Public Services - The proposed project shall be designed to meet the
following:
a) Adequate water supply to City Standards;
Finding: There is an existing water main on 49"' Place SW that can
provide service to the proposed lots in this subdivision. To service this
site a water main improvements and a stub must be provided to each lot
to City standards.
Conclusion: Adequate water supply can be orovided to this subdivision
per City Standards.
n
2930 Wetmore, Suite #8A, Everett, WA 98201-4044 0 (425) 257-8731, Fax (42.5) 257-8742
