standards, including wetland buffer requirements; a Final Threshold Decision <br />was issued on December 22, 2003. <br />Conclusion: The design of the project is not consistent with the City's Sensitive <br />Area Ordinance and is not be designed to be consistent with the natural <br />environment. <br />6. Drainage - The proposed project and design shall meet the requirements <br />of the City's Drainage Regulations; <br />Finding: The subject property is in the Glenwood Creek Drainage Basin. The <br />project will be providing drainage improvements to City standards. <br />Conclusion: Drainage impacts have been adaressed to meet City Standards. <br />7. Open Space and On -Site Recreation - The proposed project and design <br />shall meet the requirements for Open Space and On -Site Recreation as defined <br />in EMC 18.28.250 and 260; <br />Finding: The applicant's site plan provides for rear yard open space that varies <br />throughout tho project. Based on the applicant's proposal with a 40 foot right-of- <br />way the site meets the minimum open space requirements of 600 square feet <br />except for Lots 1, 5, 10, and 11 have there required minimum rear yards open <br />space requirement in the side yard. A side yard area may be used as required <br />rear yard if the rear yard setback is 10 feet or more, these areas are 5 feet. The <br />project revisions to the required right-of-way to 50 feet and the 20 X 20 foot <br />parking dimension in front of the garage will significantly impact required open <br />space to make it substantially below what it is now and the minimum. <br />Finding: The project is proposing a combination detention/wet pond with <br />recreation area and an active play area. The active play area tract is in a <br />location that is not centrally located to close to traffic on Glenwood Avenue, 49`, <br />Place and the new sheet. <br />Conclusion: This project does not meet open space and recreation <br />requirements. The incorporation of the walking trail system and park to the <br />public sidewalks provides for additional amenities to the ESA area and the <br />concepts of what is being proposed could meet recreation requirements if the <br />active recreation was located in a safe and central location. <br />8. Public Services - The proposed project shall be designed to meet the <br />following: <br />a) Adequate water supply to City Standards; <br />Finding: There is an existing water main on 49"' Place SW that can <br />provide service to the proposed lots in this subdivision.
