To Mayor Moore/City <br />FROM pe�nis perickson ,�j,(`}_ <br />v�w � <br />DATE $ePtember 24, 1987. <br />SUBJECT �rge Swimm Sawmill CITY OF EVERETT, EVEFETT WASHINGTON .__ __..,. ._., <br />On August 4th, City Council made a motion suggesting the formation of a committee of <br />City Staff and Council members to deal with the details of the Swimm mill with a <br />specific recommendation to be made to Council within 60 days (October 4, 1982). On <br />September 15, 1982, I submitted a memo regarding the possibility of using the City <br />property immedlately east of the Animai SY�elter for the mill. This site has since been <br />eliminated from consideration due to the improvements already made to the �ite for <br />Public Works Depaciment use and because the site is contiguous to other City property <br />with the possibility of more iniensive development in the future. <br />Mother site that was given consideration was the undeveloped right-of-way at the east <br />end of Evereti. Avenue at the intersecti.on of Railway Avenue. There are approxlmately <br />two acres of property avallable at this locatlon, however, the adjacent property owners <br />have expressed an lnterest in using this property for expansion of their businesses• This <br />could be accompllshed through a lease agreement with the City or by vacating the right- <br />of-way to the adjacent property owners. A lease agreement with Mr. Swimm for that <br />right-0f-way would most lUcely meet with substantial opposition from adjacent property <br />ownen, and Mr. Swimm would be required to pay fair market value for the leasing of the <br />P�oP�Y• <br />Councilman MlcheLion had suggested that the City might conslder a property exchange <br />with Mr. Swimm. ThIs would be a possibility if the City had a surplus property that <br />would meet Mr. Swimm's needs, which we aPParently donk have at this time. (City right- <br />of-� �ays tall under dlfierent procedures - elther vacation or lease.) Outright sale of City <br />rlght-of-way is prohibited. <br />The Clty also contacted Burlington Northeirn to see if any of their properties within the <br />City would De available for lease to Mr. Swimm. They indicated that they had no <br />property available ior tfi3s use• <br />My recommendation would be to schedule this item for Council discussion as soon as <br />possible.
